For marking male dogs. Try a “Belly Band”. You can google these. Look for designs with little or no elastic. It is uncomfortable for them to wear.
For Females, try the female “Doggie Diaper”. They should wear them while in the house. Typically this keeps them from urinating. If they should relieve themselves it will be uncomfortable.
So, diaper or belly band in the house. Take if off to go out. Put it back on as soon as you come in. This should help recondition them. Remember, be patient.
